STATEMENT OF JAMES BARTLETT OF WRIGHT CO., MISSOURI
He states that he gave bond of $1,000 and was limited to Wright County, Missouri. He, the said
Bartlett, states that his life was in danger and he left his home and family and settled in Arkansas sometime in May of 1863 until the 19 of March 1864 at which period he came to this Post and
gave himself up.

CHARGES AGAINST JAMES BARTLETT AT TRIAL IN ST. LOUIS, MISSOURI
St Louis, Missouri. May 9, 1864
SPECIFICATION: "Violation of oath of allegiance to the U.S. Government and Disloyalty to the
U.S. Government.

James Bartlett took the oath of allegiance June of 1862 at Texas County, Missouri. That on
April 22, 1864, he did declare that he was a Southern sympathizer and that he did not desire
the rebellion to be put down. That, since having taken the oath, did lurk and secrete himself in
the County of Wright, State of Missouri, a place infested by rebels.

PLEADING: Not Guilty
FINDINGS: Guilty of disloyalty to the U.S. Government.
SENTENCE: James Bartlett, citizen, to be imprisoned in the military prison at Alton, Illinois.

STATEMENT MADE AT PRISON IN ST. LOUIS, MISSOURI April 22, 1864
I am 39 years old. I live in Wright Co., Missouri. I was born in Monroe County, Kentucky. I
was captured in Laclede Co., Missouri on the 17th day of March 1864. I had been a Rebel
soldier and was discharged on account of my health. I was a Private in Capt Vance's Co. D,
1st Reg't. Cavy. M.S.G. I was sworn into Rebel service August 5, 1861 in Texas Co.,
Missouri, for 6 months but I was discharged after 4 months because of my health. I was
discharged in Hickory Co., Missouri, and returned home to Wright County where I have
resided since that time. I was captured and taken to Springfield, Missouri, for about two
weeks then was sent to Mariott (?) Street Prison in St. Louis on April 14, 1864. I was in 9
scrimmages and furnished my own horse. I enrolled in the E.M.M. at Hartville, Wright Co.,
Missouri, in August 1862. I have one slave. I have a wife and 7 children. My occupation
was farming. I am now willing to again take the oath of Allegiance to the U.S. Government.

2nd. James A. Bartlett, a citizen of Wright County, Missouri, on the following charges and
specifications:
FIRST CHARGE: "Violation of the Oath of Allegiance to the United States Government"
SPECIFICATION: In this, that he, James A. Bartlett, did, in or about the month of June, A.D.
1862, take and subscribe the oath of allegiance to the United States Government, at Texas
County, State of Missouri, before an officer duly authorized and empowered to administer
the same, by the terms of which said oath he, James A. Bartlett, bound and obligated himself
to support, protect and defend the Constitution and Government of the United States, and bear
true faith, loyalty and allegiance to the same, and afterward, on the 22nd day of April, A.D.
1864, in the presence of George W. Shinn, then Assistant Provost Marshal General, and at
diverse other times and to other persons, did declare that he, James A. Bartlett, was a Southern sympathizer, and that he did not sincerely desire to have the rebellion put down nor the
authority of the United States Government restored over parts of the United States, now
in armed rebellion; and further, in this: that he, the said James A. Bartlett, since having
taken the said oath, and at various times in the years 1862 and 1863, did lurk and secrete
himself in the County of Wright and State of Missouri, a place infested by rebels, thieves,
insurgents and guerrillas, and whilst said lawless bands were plundering through the County,
did not, by word or deed, carry out the provisions of his said oath, but violated the same
stealthily and grossly, regardless of nothing but his own personal safety, until arrested
on or about the 17th day of March, A.D. 1864. This in the State of Missouri, in the year A.D.
1864.

SECOND CHARGE: "Disloyalty to the United States Government"
SPECIFICATION: In this, that he, James A. Bartlett, while owing allegiance to the United States Government, and having taken the Oath of Allegiance thereto, did, on the 22nd day of April A.D.,
1864, in the presence of George W. Shinn, then Assistant Provost Marshal General, Depart of
the Missouri, and at diverse other times and places, and to other persons, did declare that he,
James A. Bartlett, was a Southern sympathizer, and that he did not sincerely desire to see the
rebellion put down, nor the authority of the United States Government restored over parts of t
he United States, now in armed rebellion and did secrete himself in the County of Wright and
State of Missouri, a place infested by guerrillas, rebels, and thieves, until arrested on or about
the 17th day of March, A.D. 1864. This in the State of Missouri, in the year A.D. 1864.

To all of which charges and specifications the prisoner pleaded "Not Guilty".

FINDINGS: The Commission having maturely considered the evidence adduced, finds the
prisoner as follows:

Of the first charge "Not Guilty"
Of the specification, second charge "Guilty"
Of the second charge "Guilty"

SENTENCE: And the Commission does therefore sentence him, James A. Bartlett, citizen, "to be imprisoned in such military prison as the General Commanding the Department of Missouri may
direct, during the War".

Finding and sentence confirmed. The sentence will be carried into effect at the Military Prison at
Alton, Illinois, under the direction of the Provost Marshall General.

INFORMATION ON THE PRISON AT Alton, Illinois

The Alton prison opened in 1833 as the first Illinois State Penitentiary and was closed in 1860,
when the last prisoners were moved to a new facility at Joliet. By late in 1861 an urgent need
arose to relieve the overcrowding at 2 St. Louis prisons. On December 31, 1861, Major General
Henry Halleck, Commander of the Department of the Missouri, ordered Lieutenant-Colonel James
B. McPherson to Alton for an inspection of the closed penitentiary. Colonel McPherson reported
that the prison could be made into a military prison and house up to 1,750 prisoners with
improvements estimated to cost $2,415. The first prisoners arrived at the Alton Federal Military
Prison on February 9, 1862 and members of the 13 th U.S. Infantry were assigned as guards,
with Colonel Sidney Burbank commanding. During the next three years over 11,764 Confederate prisoners would pass through the gates of the Alton Prison. Of the four different classes of
prisoners housed at Alton, Confederate soldiers made up most of the population. Citizens,
including several women, were imprisoned here for treasonable actions, making anti-Union
statements, aiding an escaped Confederate, etc. Others, classified as bushwhackers or guerillas,
were imprisoned for acts against the government such as bridge burning and railroad vandalism.
Conditions in the prison were harsh and the mortality rate was above average for a Union prison.
Hot, humid summers and cold Midwestern winters took a heavy toll on prisoners already
weakened by poor nourishment and inadequate clothing. The prison was overcrowded much of
the time and sanitary facilities were inadequate. Pneumonia and dysentery were common killers
but contagious diseases such as smallpox and rubella were the most feared. When smallpox
infection became alarmingly high in the winter of 1862 and spring of 1863, a quarantine hospital
was located on an island across the Mississippi River from the prison.
Up to 300 prisoners and soldiers died and are buried on the island, now under water.
A cemetery in North Alton that belonged to the State of Illinois was used for most that died.
A monument there lists 1,534 names of Confederate soldiers that are known to have died.
An additional number of civilians and Union soldiers were victims of disease and illness.
During the war several different units were assigned to serve as guards at Alton. The
Thirteenth U.S. Infantry was followed by the Seventy-seventh Ohio Infantry, the Thirty-
seventh Iowa Infantry, the Tenth Kansas Infantry and the One Hundred Forty-fourth Illinois
Infantry. Formed at Alton specifically to serve as prison guards, the Illinois 144th was almost completely made up of Alton area residents. The prison closed July 7, 1865 when the last
prisoners were released or sent to St. Louis. The buildings were torn down over the next
decades and the land was eventually used by the city as a park named after the Joel
Chandler Harris character, "Uncle Remus," from Song of the South.
