WW2 USA officer restrictions

Presently to become a USA military officer [including warrant officer]one must be a USA citizen
Did this restriction apply in WW2
Also--was there any restriction on military personell [WW2] as to who they could remit part or whole of their pay to
This question has some relevance to the Pudney research

George Pudney son of Joseph Pudney born Wellington NZ 1844.

George Pudney was farmer at Kaitoke and "adopted" a boy early 1900's. Boy was named James John Green---who was this boy who received a bequest in the will of Geo Pudney equal to that of his other grandchildren
