The Office of Vital Records (OVR) is the State Registrar for the State of Virginia. It is a closed records post, so only a select few individuals are allowed access to authorized copies of vital records including the registrant, immediate family members, spouses and legal representatives.
Remarks: In order to receive the Certified
Copy, you must sign and notarize the Sworn Statement declaring
under penalty of perjury that you are authorized by
law.
How to request for vital records:
Mail -
An "Authorized Certified Copy" of a birth record is required to
obtain a driver's license, passport, social security card and other
services related to an individual's identity.
Walk-In -
If you need the birth certificate right away, you can go to the
Office of Vital Records or any county health departments during
normal business hours and receive the certificate the same
day.
VitalCheck
- Secured online applications to request for vital records, which
accepts all major credit card payments, can be made through
VitalCheck with an additional charge for their service.
All requests must include a copy of Government-issued Photo ID of the person requesting the Birth Certificate. You can also obtain a certified copy of your vital recods through your County Health Departments.

Birth records can be issued to the legal guardian with proof
of custody papers. Aunts, uncles, cousins, in-laws, etc. cannot
obtain a Vital Record.

Notes: All birth records for anyone born in the
Commonwealth of Virginia are issued from the Division of Vital
Records in Richmond, Virginia.
Remarks: For earlier records, contact the
County Recorder in the county where the event occurred.

Remarks: Valid documentation that identifies the relationship between the deceased and the immediate family member is required for obtaining the death certificate.

the State Registrar.
Remarks: If the spontaneous fetal death
occurred prior to 1999 it will be necessary for you to submit
documentation from the physician or midwife who provided care to
the mother, documentation from medical record, copy of the
spontaneous fetal death report, or from the funeral parlor who
provided the service.

Notes: The minimum age for marriage in the
Commonwealth of Virginia is sixteen (16) years for both the bride
and groom; however, if either party is under eighteen (18), consent
to the marriage must be given by the father, mother or legal
guardian.
Remarks: Special provisions are made in
Virginia law to allow marriage for under age parties when the
female is pregnant and for situations in which under age applicants
have no parent or legal guardian.
Prohibited Marriages
- A marriage entered into prior to the dissolution of an earlier marriage of one or both parties.
- A marriage between an ancestor and or descendant; or between a brother and a sister; or between an uncle and a niece; or between an aunt and a nephew; whether the relationship is by half or the whole blood or adoption.
- When either of the parties lacks capacity to consent to the marriage because of mental incapacity or infirmity.
- A marriage between persons of the same gender (same sex).
- "Common Law" marriages are not valid if entered into in Virginia or any other jurisdiction, which does not permit them for its residents.
