Try the online British Columbia censuses. There is one in 1901 and another in 1911. Others are also available for smaller areas.
It sounds like your father is still living. If I am not assuming right, than you could go to the cemetery and get his death date, and than from there go to the library and see if you could obtain an obit. The obit may give you some clues. You could contact the library for obtaining info. You could ask them to look in their city directory and see where he lived.
Are you certain that there is no one to ask..... no brothers or sisters, cousins, Aunts or Uncles???
Obtaining a birth certificate would give you his parents names and I am certain that you already know that. It is important to prove who his parents are so you research in the right line. So easy to get into another line.

On rootsweb, under familytrees you will find three pages of Bertrand
born in Chilliwack, B.C and moving to Washington ???
