Clement Drew Married to Eliza Canadian 1851 Census

My gg grandfather, Elisha Drew (son of Isaiah Drew and Ruhama/Ruhamah Bean) was in St. George de Clarenceville, Missisquoi, Canada in 1851. In the census living beside him was Clement Drew and his wife Eliza and family. I have followed Elisha and his wife (my gg grandmother) Anna Ortentia Kneeland Woodward Drew clear to their deaths (with sources). I, however, have not been able to make the connection between Elisha Drew and Clement Drew. The Vermont Historical Society guesses that the connection is through Elisha's first wife's family. His first wife was Rebecca Lucas.

Can anyone help me with who was Clement Drew?
