This may be the Ann you are seeking.
Name: Ann OWEN.
Died: 09 March 1851, Tasmania.
Age: 49 years.
Spouse: Henry.
Death recorded under OWEN and not OWENS.
Ann's age is a few years out going by her age given when married but it may be worth looking at considering her husband was named as Henry.

1869, July 20th, Melbourne. City Court, before Mr Panton; Discharges- Henry Owens, a blind old man, and Sarah Hilliard, charged with insulting behaviour, were cautioned and discharged.
1870, 15th September, Geelong. Sarah was Charged with Obscene Language and Breaking Windows. Sentenced to 48 hours in Jail.
1875, 2nd March, Geelong. Charged with Obscene Language. Sarah, of very dirty appearance, with an infant a few days old at her breast, charged with obscene language in Yarra Street. Pleaded she was the worst for drink and had no recollection of what had happened, and her children had the measles. Their father and a blind man were lying helplessly drunk while she was roaming the streets in no better condition. Severley admonished and only in the interests of her family were they extending some leniency which she little deserved. Discharged.
1875, 6th May, Geelong. Insulting Language. Summoned by Rosanna Bellamy. Admitted to calling Bellamy a ‘Hangmans wife’ and accused her of living with Happy Jack in Melbourne. Fined 10/- and 10/- cost or 24 hours.

No children located for Henry and Sarah SIMMONS but I did come across the following birth.
Name: Edmund Henry OWEN.
Born: 1868 South Melbourne.
Father: Henry OWEN.
Mother: Sarah HILLIARD.
Ref: VBI Reg #4180.
I may be wrong but it's possible Sarah Ann SIMMONS and Sarah HILLIARD are the some person. This may have been a second marriage for Sarah and she was recorded under her married name.
Interesting comment about Henry being a blind old man.
The reporter writing the article should have said blind drunk old man.
