Family of David Ulrick Horine 1698 1765 He Used to Be the Burgomeister of the City of Dresden Germany

I am looking for some of my ancestorys on my grandmothers side the last person i have found is david ulrick horine1698-1765 born in dresden germany and died there. it is said that he was once the burgomeister of the city of dresden but i am not sure what that means. can anyone help.
