Ok this is not an easy one, could only find Francis Mackrell on the 1911 census but by that time he was married. it states he is a son in law so would have expected to find the head of the house with the surname Frampton. I can only assume Emily Rebecca Foster is Melotta mother who has remarried.
Only real way to find Francis Mackrell parents is to purchase his birth certificate

I tried looking for Military records with no luck. Then I tried looking for anyone named Mackrell without using a christen name. There was only one in Hampshire in 1881 just before Francis was born, it might be worth looking into.
