Hi found a Horace lowe living in reformatory quarters, Castlemaine, and a teacher. He was living there with a Lily Louise Lowe, in 1937. Place given as Ballarat, Castlemaine, Victoria . Could this be him?
Also in 1942 they are both living in the same area but are now living in the Benevolent Home and he is a Secretary. Both were from England and married in 1918 Camberwell in Surrey, they had 2 sons, Horrace worked for the Goverment . Also photos

The Castlemaine citizens have added to the general interest in the inmates of the reformatory prison by an experi- ment in scouting. A Rover circle has been established, and 47 out of 72 pos- sible members have Joined In. At a meeting of the Rotarv Club Mr. H. Lowe, one of the prison staff, made on appeal to Rotarians to assist, tho work, and several leading members have agreed to Join a roster to provide talks and other evening diversions for the youths. The superintendent (Mr. W. T. Harper) has reported that the movement has already had a good influence over the boys. There is a better feeling apparent, and even In appearance some of the weaker boys have greatly improved.
