Indiana Adoption Laws

FYI Indiana did not close adoption records until July of 1941. Adoptions after that date are closed unless otherwise specified. Prior to that date adoption records are open and held in circuit, probate and superior courts. I'm sure if they are open to all or just the adoptee and birth parents or siblings.
If anyone knows for sure on that, please let me know.
