Is Hopla a Finnish Surname

I have recently been made aware of a Matt HOPLA, who was born in Finland in 1870, who then shows up in the 1911 Census for British Columbia, aged 41.

I am hoping that someone, who knows a little bit about Finnish Family History might read this and be able to answer the following two questions :-)

(1) is HOPLA possibably a Norwegian surname ?
(2) Would anyone know were in Finland this Matt Hopla was born ?
