Can anyone help me with an acurate birth dates for the couple noted here. John Thew born Barnard Castle 1799? Married Mary Raey 24th November 1823 Mary at StAndrews Newcastle on Tyne. Mary born 1800 Newcastle on Tyne. As you can see I have most of it but need the full birth details .

Mary and Matthew Reay were twins - born 18th January, 1799 in Newcastle upon Tyne, Northumberland. Both christened 12th May, 1799 at All Saints, Newcastle upon Tyne.
Their parents were Matthew Reay and Ann Alexander.
I can't help further with John Thew. I think what you have is what I have. However, the marriage date I have is 24th November, 1822, not 1823.
