Looking for My Birth Father Philip Carter

My name is Modina Chamblin. My mother Beverly ( toots) and Philip were engaged before I was born but it was broke off, and my fathers and his family moved back to Oklahoma. I have been searching for 2years but it seems like he never existed because I can't find anything on him. I do know that he worked and lived with Eddie Bass when he lived in Madera,Ca. in 1961.
