Looking for Parents of Thomas Garrett Born C 1763 Who Grew Up at Clodock Herefordshire England

I am stuck with this 3 x great-grandfather of mine who, in a pauper removal order, gave his birthplace as Clodock, Herefordshire. I cannot trace either his father or mother. Baptisms at Clodock at the period in question are on line as scanned images and I have been unable to find him. I suspect he was born elsewhere, but remembers Clodock as a young child. There are few GARRETTs in Herefordshire, but there were families at Peterchurch, not too distant from Clodock. I have been unable to establish a connection. In his later life, Thomas GARRETT married Hannah HODGES at Woolhope; lived for a long period at Hampton Bishop; for shorter periods at Goodrich and Much Dewchurch; then in his older age at Breinton (where he married his second wife Sarah WATKINS) and at Holmer/Huntington. Can anyone help?
