Looking for Parents of William Franklin Tolbert of Carroll CO GA

I am looking for parents and siblings of William Franklin Tolbert born in GA. in 1793. He is in Carroll Co., GA. in 1850 census. In Cherokee, AL. in 1860 and in Cleburne, AL. in 1870. It is possible he died in AL. I could not find him after 1870.
