Looking for Parsons of West Virginia

My Uncles name was Willard Ambert Parsons born May 2 1909 in West Virginia. He married Ruby Tharp my Mothers Sister in Idaho around 1937. Unable to find Willard's birth record or the name of his parents. Willard died in 1999 and buried in New Plymouth, Idaho. I've checked the 1910 Census but find nothing. Appreciate any help.

In the UK marriage certs have the fathers name and occuption.
