Looking for Spencer of England Cousins to Arnold of WA USA

I am trying to find information about Wales Spencer and Belle Spencer, who I believe to have been brother and sister, from England, and visited a cousin, Sylva Arnold in or near Winthrop, Washington, USA in the late 1800s or early 1900s. Any information that anyone can provide would be appreciated.
