Missing Birth Record for My Grandfather

My grandfather William Joseph Fenton was born on 8th may 1889 in Lisbon falls whilst his parents were visiting relatives. They all returned to uk 1891 census. After much effort and research, i am still unable to find any record of his birth, even though he was able to obtain a copy birth certificate from USA in 1950s Any help would be most welcome
