Outlaw Norfolk England

My great grandfather was Charles William OUTLAW, married to Harriet
CLARK. I am having difficulty tracing his parents. His marriage
cert gives James as his father, but other records show Thomas.
He was born in Walpool, Norfolk England about 1850
