Does anyone know a researcher in the Sydney area who charges reasonable rates? I am following a possible lead on my grandfather but because I live in Queensland I can't access the records.

We're pretty reasonable in here. Give us some names and dates, you might be surprised.
As for The Vernon try State Records

Thank you.
The New South Wales, Australia, Police Gazettes, 1854-1930 has a record for Alfred Downes being missing from the NT Ship Vernon in 1886. (source: Ancestry.com)

The Sydney Morning Herald also has a entry for an Alfred Downs being sentenced to the NT Ship Vernon in 1871.

Both of these entries could relate to my grandfather. The family story goes he did spend about 7 years in the navy and I'm desperately trying to find out more about him and his parents.

State Records gave me the following reference that I am keen to follow up.
NRS 3906 Entrance books [Industrial Schools Branch] 1867-97 [8/1740-46] microfilm copy SR Reels 2884-2887

Any help is greatly appreciated.
