I think the 16 could be that he was number 16 of the Thomas and the date 1772 could be his birth date .This would then connect with his son been born in 1800 in Surrey. What we need to try and connect is was he born in Scotland and then moved down to Surrey, as I was told that the family did at some stag move down from Scotland. The only name that I can find is a Thomas born in 30-8-1772 wife ann galloway .parents Thomas and Katherine (falconer), who his parents were I would guess to be Thomas .....year unknown.
As stated above after Thomas born in 1800 in stockwell Surrey there seems to be no sign of the family , which would fit in with what one herd that the family came down south , When? .THAT is why the Thomas born in 1772 wife ann galloway would connect as the first son has been called Thomas for a number of generations. Really do need some help to get going again.
