Waters from Ireland 1800s

I found my grandfather Joseph Albert Waters in 1881 census, aged 8 living in Birkenhead, cheshire living with his grandparents, James and Ann Waters. They were in their 60s. There was also a John Waters, 34, who could have been father or uncle. I know they came over from Ireland, but I don't know when or where in Ireland
